The government of Moaca is made up of three parts, the Premier, the ruling party and the State Authority.
State authority is the lowest part of Moacan government. It is made up of Prime Ministers as well as the nationalist and liberalist parties. This is where bills are accepted to be sent to the Ruling Party and where states are governed.

The Ruling Party is where bills are processed and voted on by a 7-member council. If 4 or more members vote in favor of the bill, it is forwarded to the Premier. Otherwise, it is rejected. This part also controls sanctions and constitutional amendments.
The Premier is the head of the nation and controls everything. He has no legal restrictions unless he acts in an unacceptable way.
